In addition to the regulations on connection conditions and connection procedures mentioned above, Circular No. 03/2022/TT-BCT also regulates other contents related to rooftop solar power systems, including:

Applicable subjects

This Circular applies to domestic and foreign organizations and individuals participating in rooftop solar power activities, including:

Rooftop solar power system capacity

stage 1

The total capacity of rooftop solar power systems nationwide is unlimited and belongs to the approved national electricity development plan.

Rooftop solar power systems installed into an electrical system that has been connected according to regulations on distributed electrical systems do not have to comply with a connection agreement. Previously installed rooftop solar power systems that meet the conditions of being subject to this Circular are eligible to apply this regulation.

Electricity purchase price from rooftop solar power system

The purchase price of electricity from a rooftop solar power system is implemented in accordance with the provisions of Decision No. 13/2020/QD-TTg dated April 20, 2020 of the Prime Minister on the mechanism to encourage solar power development in Vietnam. Vietnam.

Conditions for connecting rooftop solar power systems to the national grid system

Rooftop solar power systems connected to the national grid must meet the following conditions:

  • Have safe operating procedures, ensuring safety for people and equipment;
  • Able to operate stably, in accordance with the provisions of electricity law;
  • Have an electricity measurement system according to the provisions of electricity law.

Procedures for connecting rooftop solar power systems to the national grid system

Procedures for connecting the rooftop solar power system to the national grid system are carried out in accordance with the provisions of electricity law.

Responsibility of the parties

The investor of a rooftop solar power project is responsible for:

  • Comply with the provisions of electricity law and other relevant regulations;
  • Carry out procedures for connecting the rooftop solar power system to the national grid according to regulations;
  • Use electricity from the rooftop solar power system economically and effectively.

Organizations and individuals installing and operating rooftop solar power systems are responsible for:

  • Comply with the provisions of electricity law and other relevant regulations;
  • Install and operate rooftop solar power systems safely and effectively;
  • Implement regulations on warranty and maintenance of rooftop solar power systems.

Procedures for connecting rooftop solar power systems in 2023

According to regulations of the Ministry of Industry and Trade, procedures for connecting the rooftop solar power system to the national grid system are carried out according to the following steps:

Step 1: Register your need to install rooftop solar power

Investors of rooftop solar power systems need to register their installation needs with the Electricity Company where the project is located. Registration dossier includes:

  • Application for registration of rooftop solar power project
  • Certificate of land use rights or land lease contract
  • Technical design drawing of rooftop solar power system
  • Feasibility study report or environmental impact assessment report (if any)

Step 2: Survey and connection agreement

After receiving the registration dossier, the Electricity Company will conduct a field survey and make a connection agreement with the investor. The content of the connection agreement includes:

  • Expected capacity of the rooftop solar power system
  • Connection points
  • Technical requirements for rooftop solar power systems

Step 3: Submit a request to sell electricity from the rooftop solar power project

After completing the installation of the rooftop solar power system, the investor needs to send a request to sell electricity from the rooftop solar power project to the Electricity Company. Records include:

  • Application for electricity sale
  • Sample electricity purchase contract
  • Technical design drawing of rooftop solar power system
  • Certificate of land use rights or land lease contract
  • Rooftop solar power system inspection report

Step 4: Check technical parameters and install 2-way meter

After receiving the application to sell electricity, the Electricity Company will check the technical parameters of the rooftop solar power system. If the rooftop solar power system meets the technical requirements, the Electricity Company will install a 2-way meter for the system.

Step 5: Sign the electricity purchase contract

After installing the 2-way meter , the Electricity Company and the investor will sign an electricity purchase contract. The power purchase contract has a term of 20 years from the date of commencement of commercial operation of the project.

Step 6: Commercial operation

After signing the solar power purchase contract , the rooftop solar power system will be commercially operated. Investors can use electricity generated from the rooftop solar power system to serve daily needs, produce or sell electricity to the Electricity Company.

The time to carry out procedures for connecting the rooftop solar power system to the national grid system is no more than 30 working days from the date of receiving the registration dossier.

Note:

  • For rooftop solar power systems with a capacity of less than 1 MW, investors can perform the connection steps themselves.
  • For rooftop solar power systems with a capacity of 1 MW or more, the investor needs to hire a qualified connection consultant with the capacity to carry out the implementation.

For detailed advice on procedures for connecting rooftop solar power systems, please contact the Electricity Company where your project is located.

Encourage the development of rooftop solar power

To encourage the development of rooftop solar power, the Government and ministries, branches and localities are responsible for:

  • Review, amend and supplement regulations on rooftop solar power to facilitate investment and development;
  • Create favorable land and financial conditions for investment and development of rooftop solar power;
  • Support propaganda and dissemination of knowledge about rooftop solar power.

Conclude

The latest 2023 rooftop solar power regulations have created favorable conditions for investment and development of rooftop solar power, contributing to promoting the use of renewable energy, environmental protection and economic development – society.
